Sure, change the headquarters every half decade, make them nice, but not too fancy. Then the city is left with a nice building after the country’s term is up. Or they could use existing buildings. Only countries that enforce the UN list of human rights can host. Other ideas include a manmade island in the middle of an ocean, Antarctica, and the Moon.
