How are so many ID’s faked?

I dont get how this system works, dont the Universities require you to pay a student fee beforhand and you send them all your information after that, so you get a Studentcard or sth? How do you register in these colleges, do they just write an E-mail?

But then it just be full of fake news and notging.is there to stop it…
