Because despite having a so-called union Europe is about as united as a relatively disciplined herd of cats and has acute far right-osis. There are pretty big obstacles standing in the face of a Europe that can compete with America and China and not having enough weapons is only one of them.
Now that I think about it it’s actually weird because Canada, which should theoretically be the most subservient of US allies, has demonstrated more backbone than Europe.

I’m not saying it’s the fault of PR, but rather that a good voting system alone will not stop fascism. As you said non-right parties need to make better decisions when in power, but also the people themselves need to be more civically engaged outside of elections.
That’s definitely true, but then again AfD got the highest number of seats in Germany’s last election for example. PR is nice but not much more than a bandaid if your politicians are crooks, which let’s face it they are.
That’s certainly nice, but it’s mostly irrelevant in the long run without a more serious remedy to the issues the far right uses to gain legitimacy.
European defensive democracy stuff sounds good to our left-to-center-left ears, but frankly I doubt it’ll be much use. Without good economic policy fascism is inevitable. This will likely do more harm to the left than it will to the right.
