one guy is there to yell at you for chatting ‘wrong’. I legit think all irc servers need this as a warning at this point. The etiquette can be so confusing for certain channels. Most do have everything ya need the in the welcome banner, but ime, the biggest irc fans are also consistently the last to receive newcomers warmly.
