The first casualty of war is the truth.
Take Russian, NATO, and Ukrainian casualty figures with a pinch of salt.
This being said, all the information we do have does seem to indicate Russia is in serious trouble. Not because of the amount of losses, Putin doesn’t seem to care about the long term damage this will cause and how Russia is now fucked in the long term, but because of the economy. Russian media are full of stories which suggests the economy is in real trouble.
Number of dead/heavily wounded is around 1k/day for more than a year. What “rise” are they talking about?
I assume you’re referring to Ukrainian MoD figures - they’re less disconnected from reality than russian ones but they’re still propaganda.
BBC News Russian has been counting Russian war losses together with independent outlet Mediazona and a group of volunteers since February 2022. We keep a list of named individuals whose deaths we were able to confirm using official reports, newspapers, social media, and new memorials and graves.

This paints a very different picture. Fewer daily losses than a year ago and no rise.
